Jeff Wagner is the Chief Information Security Officer for the USDA Farm Production and Conservation (FPAC) mission area and services the Farm Service Agency, Risk Management Agency, Natural Resources Conservation Service and a Business Center. Prior to becoming the FPAC CISO, Jeff served as CISO for both the USDA Farm Service Agency and Natural Resource Conservation Service. Jeff has a passion for non-profit work and has volunteered his cybersecurity expertise to several 501(c)(3) and 501(c)(6) organizations in his hometown of Kansas City, Missouri. Jeff is a CISSP with a BS in Information Systems and Technology from the University of Minnesota Duluth and is pursuing his MBA at Northwest Missouri State University.

Farm Production and Conservation (FPAC) is the USDA’s focal point for the nation’s farmers and ranchers and other stewards of private agricultural lands and non-industrial private forest lands. Through the work of over 26,000 personnel in over 2300 locations FPAC agencies implement programs designed to mitigate the significant risks of farming through crop insurance services, conservation programs and technical assistance, and commodity, lending, and disaster programs.

Cyber security needs to be aligned with the business with accountability across the organization. Audit, risk, compliance, data, and privacy are all components of proactive security leadership. Leadership needs to be in the forefront - translating and communicating risk in a way that resonates with the business stakeholders. Cyber security is just one responsibility of the CISO, with high profile data breaches in the evolving regulatory era, communication with the board and the rest of the C-suite is paramount. CISOs must shape the message and methods to address unique organizational dynamics and instil security awareness as a part of corporate culture. Security needs to be seen as adding value not just meeting compliance requirements.
