Thomas Kuczynski is the Chief Information Officer and Vice President of Information Technology for the District of Columbia Water and Sewer Authority (DC Water).

Mr. Kuczynski joined DC Water in August 2013 and heads up an IT team of 60 individuals and a $20 million budget to develop, deploy and manage solutions for over 2,000 users across all aspects of the busienss.  He is responsible for the management of over 3,000 connected devices across three separate networks, both wired and wireless, for business applications, process control and SCADA.

Mr. Kuczynski has more than 40 years of experience in Information Technology including nearly 30 years at Philadelphia Gas Works (PGW) in two separate terms of employment. Prior to joining DC Water, Mr. Kuczynski was Senior Vice President, Strategic and Information Services for PGW managing Strategic Planning, Enterprise Performance Management, Information Services and Internal Auditing. In his first employment at PGW, he led development efforts for the company's customer information system, credit and collections, automated meter reading, mobile work management and distribution leak tracking systems.

He has also worked for Pacific Gas & Electric's National Energy Group as Director of Technology Strategic Planning and Architecture, and for Delmarva Power in Wilmington, Delaware where he provided IT Strategic Planning Services to the Energy Supply Group.

Most recently he was responsible for co-leading the effort to replace DC Water’s 20-year-old Customer Information and Mobile Work Management Systems with a Tier 1 Cloud based solution. At the same time, he is leading the effort to upgrade 90,000 AMR devices with state-of-the-art AMI devices.  His team has also recently deployed a new web-based data portal for customers as part of DC Water’s larger Open Data initiative which is focused on providing an easy to use platform for sharing operating and financial data with the public.  Mr. Kuczynski is also responsible for delivering DC Water’s Digital Utility and Smart Water initiatives.

Mr. Kuczynski is a graduate of La Salle College of Philadelphia and the Executive MBA program at University of Maryland University College.
